Staff Selection Commission will hold all over the country on <strong>30.09.2007</strong>, an open competitive examination for recruitment to the posts of <strong>Section Officer (Commercial Audit), Group �B� Non-Gazetted Post</strong> in the Indian Audit and Accounts Department in the payscale of Rs.6500-200-10,500/-, all over the country.</font></p> <p><font size="1">2.<strong> Vacancies/Reservations:</strong></font></p> <p align="justify"><font size="1">Thenumber of vacancies to be filled up is 240 (i.e. SC � 36, ST � 18, OBC� 65 and UR � 121) , 04 vacancies are reserved for OH and 03 for HH.These vacancies are provisional and may increase or decrease.</font></p> <p align="justify"><font size="1"><strong>Note-I:</strong>The persons recruited will be posted in various offices of thedepartment located in various States/Union Territories all over thecountry, inter alia, these posts carry all-India service liability(AISL).</font></p> <p align="justify"><font size="1"><strong>Note-II:</strong>Reservations exist for Scheduled Castes, Scheduled Tribes, OtherBackward Classes and Physically Handicapped (OrthopaedicallyHandicapped /Hearing Handicapped persons as per existing Governmentorders. <br></font></p><p align="justify"><font size="1">The post of Section Officer(Commercial Audit) in theO/O Comptroller and Auditor General of India has been identifiedsuitable for the persons suffering from the disabilities, forty percentor above, of One Arm(OA)/One leg affected(OL)/PartiallyDeaf(PD)/Deaf(D). The said post has not been identified suitable forthe Visually Handicapped candidates.</font></p> <p align="justify"><font size="1"><strong>NOTE-III:</strong>Since the post of Section Officer(Commercial Audit) is a Gr �B� NonGazetted post, reservation for Ex-Servicemen in direct recruitment isnot applicable as per existing Government�s instructions i.e. noreservations for ExS category candidates.</font></p> <p><font size="1"><strong>3. Nationality/Citizenchip:</strong></font></p> <p><font size="1">A candidate must be either:</font></p> <p><font size="1">(a) a citizen of India, or<br> (b) a subject of Nepal, or<br> (c) a subject of Bhutan, or<br>(d) a Tibetan refugee who came over to India, before the 1st January,1962,with the intention of permanently settling in India, or<br>(e) a person of Indian origin who has migrated from Pakistan, Burma,Sri Lanka, East African countries of Kenya, Uganda, the United Republicof Tanzania (Formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire,Ethiopia and Vietnam with the intention of permanently settling inIndia.</font></p> <p align="justify"><font size="1">Providedthat a candidate belonging to categories (b), (c), (d) and (e) aboveshall be a person in whose favour a certificate of eligibility has beenissued by the Government of India.</font></p><p align="justify"><font size="1">A candidate in whose case a certificate ofeligibility is necessary may be admitted to the examination but theOffer of appointment will be given only after the necessary eligibilitycertificate has been issued to him by the Government of India.</font></p> <p align="justify"><font size="1">4(A).<strong> Age Limit :</strong>Between 18 to 27 years as on 20.07.2007 (normal closing date forreceipt of applications) i.e. not born earlier than 21.07.1980 and notlater than <strong>20.07.1989. </strong>For various relaxations in age limit, see paras 4(B) to 4(D) hereafter.</font></p> <p align="justify"><font size="1"><strong>Note:</strong>Candidates should note that only the date of birth as recorded in thematriculation/secondary examination certificate or an equivalentcertificate on the date of submission of application will be acceptedby the Commission and no subsequent request for its change will beconsidered or granted.</font></p> <p><font size="1">4(B): The Upper age limit as prescribed in Para 4(A) above will be further relaxable:</font></p> <p><font size="1">(i) Upto a maximum of 5 years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe category.</font></p> <p align="justify"><font size="1">(ii)Upto a maximum of 3 years if a candidate belongs to OBCs in accordancewith DP&T OM NO.36012/22/93-Estt.(SCT) dated 8.9.1993 & OMNo.43013/2/95-Estt (SCT) dated 25.01.95 with its subsequent amendments.</font></p> <p align="justify"><font size="1"><strong>Note-I:</strong>The OBC candidates should furnish the relevant OBC Certificate in theprescribed format prescribed for Central Government jobs( as perAnnexure-VII) issued by the competent authority on or before theClosing Date(20.07.2007)as stipulated in the Notice. OBC certificateobtained otherwise than the prescribed certificate meant for CentralGovernment Jobs will not be considered for seeking relaxationwhatsoever.</font></p> <p align="justify"><font size="1">(iii) Upto a maximum of 10years if the candidate is a physically handicapped person. Forcandidates belonging to SC/ST/OBCs and who are also physicallyhandicapped, the maximum relaxation of 10 years permissible forphysically handicapped shall be in addition to the age relaxationprovided in terms of sub-paras (i) and (ii) above. </font></p> <p align="justify"><font size="1">(iv)Upto the maximum of 5 years to candidates of Jammu and Kashmir who haveordinarily been domiciled in the State of Jammu and Kashmir during theperiod from 1.1.80 to 31.12.89. Any person intending to avail of theaforesaid relaxation shall submit the certificate from either DistrictMagistrate within whose jurisdiction he had ordinarily resided or anyother authority so designated in this behalf by the Govt. of Jammu andKashmir to the effect that he had ordinarily been domiciled in theState of Jammu and Kashmir during the period 01.01.1980 to 31.12.1989.</font></p> <p align="justify"><font size="1">4(C):The upper age limit as prescribed in Para 4(A) above will be relax ableupto a maximum of 5 years (8 years for OBCs and 10 years for SCs/STs)in case of Ex-Serviceman and Commissioned Officers including ECOs/SSCOswho have rendered at least 5 years military service as on20.07.2007(Closing date for receipt of completed application form) andhave been released - (i) on completion of assignment (including thosewhose assignment is due to be completed within one year) otherwise thanby way of dismissal or discharge on account of misconduct orinefficiency, or (ii) on account of physical disability attributable tomilitary service, or (iii) on invalidment.</font></p> <p align="justify"><font size="1"><strong>Explanation:</strong>An ex-serviceman means a person who has served in any rank whether as acombatant or non-combatant in the Regular Army, Navy, Air Force of theIndian Union and (i) who retired from such service after earninghis/her pension. This would also include persons who arereleased/retired at their own request but after having earned theirpension; or (ii) who has been released from such service on medicalgrounds attributable to military service / circumstances beyond hiscontrol and awarded medical or other disability pension; or (iii) whohas been released, otherwise than on his own request from such serviceas a result of reduction in establishment; or (iv) who has beenreleased from such service after completing the specific period ofengagements, otherwise than at his own request or by way of dismissalor discharge on account of misconduct or inefficiency, and has beengiven a gratuity; and includes personnel of the Territorial Army of thefollowing categories, namely :-</font></p> <p><font size="1">(a) Pension holders for continuous embodied service,<br> (b) Persons with disability attributable to military service; and<br> (c) Gallantry award winners.</font></p> <p align="justify"><font size="1"><strong>Note-I:</strong>Ex-servicemen, who have already joined government job in civil sideafter availing of the benefits given to Ex-Servicemen for theirre-employment, are also eligible for the age concession. However, suchcandidates will NOT be eligible for the benefit of reservation as ExSor for fee concession.</font></p> <p align="justify"><font size="1"><strong>Note-II:</strong>The period of "Call up Service" of an Ex-Serviceman in the Armed Forcesshall also be treated as service rendered in the Armed Forces forpurpose of Para - 4(C) above and NOTE-IV below. </font></p> <p align="justify"><font size="1"><strong>Note-III:</strong>For any serviceman of the three Armed Forces of the Union to be treatedas Ex-Serviceman for the purpose of securing the benefits ofreservation; he must have already acquired, at the relevant time ofsubmitting his application for the Post/Service, the status ofex-serviceman and/or is in a position to establish his acquiredentitlement by documentary evidence from the competent authority thathe would complete specified term of engagement from the Armed Forceswithin the stipulated period of one year from the closing date(i.e.20.07.2007).</font></p> <p align="justify"><font size="1"><strong>Explanation:</strong>The persons serving in the Armed Forces of the Union, who on retirementfrom service, would come under the category of 'ex-serviceman', may bepermitted to apply for reemployment one year before the completion ofthe specified terms of engagements and avail themselves of allconcessions available to ex-servicemen but shall not be permitted toleave the uniform until they complete the specified term of engagementin the Armed Forces of the Union.</font></p> <p align="justify"><font size="1"><strong>Note-IV:</strong>This concession of applying one year before the completion of specifiedterm of engagement is not available in respect of EducationalQualifications i.e. the candidate must have the required educationalqualifications on the date of application and must be in a position toproduce the necessary document in support thereof on or before thenormal closing date i.e. 20.07.2007.</font></p> <p align="justify"><font size="1"><strong>Note-V:</strong> The format of certificate/undertaking to be submitted by the candidates in this connection is given in Appendix IV & V. </font></p> <p align="justify"><font size="1"><strong>Note-VI:</strong>Age concession is not admissible to the sons, daughters and dependents of ex-servicemen.</font></p> <p><font size="1">4(d) Age relaxation for central government civilian employees: </font></p> <p align="justify"><font size="1">TheUpper age limit is relaxable upto the age of 32 years (37 years forSCs/STs candidates and 35 years for OBCs candidates} to theDepartmental candidates (Central Government employees holding civilposts) who have rendered not less than 3 years continuous service onregular basis [and not on ad-hoc basis] as on 20.07.2007.</font></p> <p><font size="1">Save as provided above, the limits prescribed above, shall in no case be relaxed.</font></p><div class="cls_cnt"> <h3><font size="1">SSC Section Officer (SO) Commercial Audit Examination Educational Qualification 2007</font></h3> <p align="justify"><font size="1">5.<strong> Educational Qualification:</strong>As on 20.07.2007 (20th July, 2007) Bachelor's Degree in Commerce of arecognised University or Chartered Accountancy or Institute of CostandWorks Accountancy(ICWA)or Company Secretaryship (CS) from recognizedinstitutes/organizations. </font></p> <p align="justify"><font size="1"><strong>Note-I:</strong>Candidates who do not possess the proof of passing the requiredexamination for obtaining the prescribed educational qualification ason the stipulated date are NOT eligible and need not apply for thepost. </font></p> <p align="justify"><font size="1"><strong>Note-II:</strong>Marks-sheet/Provisional Certificates/Certificates(Degree) of Graduationissued by the Competent Authorities (University) would be accepted asproof of possessing the minimum Educational Qualifications by theapplicants.</font></p><p align="justify"><font size="1"><strong>Note-III:</strong> All candidates who aredeclared qualified by the Commission for appearing at the PersonalityTest/Interview will be required to produce proof of passing therequisite Examination as a result of which the candidate has claimed tobe educationally qualified on the date mentioned above, at the time ofsuch Personality Test/Interview, failing which the candidature of suchcandidates will be cancelled by the Commission without any furthercorrespondence in this regard. </font></p> <p><font size="1"><strong>6. No person:</strong></font></p> <p><font size="1">(a) who has entered into or contracted a marriage with a person having spouse living; or</font></p> <p><font size="1">(b)who, having a spouse living, has entered into or contracted a marriagewith any person, shall be eligible for appointment to service.</font></p> <p align="justify"><font size="1">Providedthat Central government may, if satisfied that such marriage ispermissible under the personal law applicable to such person and theother party to the marriage and there are other grounds for so doing,exempt any person from the operation of this rule. </font></p> <p align="justify"><font size="1">7.A candidate must be in good mental and bodily health and free from anyphysical defect likely to interfere with the efficient discharge of hisduties as an officer of the service. A candidate who after such medicalexamination as may be prescribed by the competent authority, is foundnot to satisfy these requirements, will not be appointed. Only suchcandidates as are likely to be considered for appointment will bemedically examined.</font></p> <p align="justify"><font size="1"><strong>Note:</strong>In the case of the disabled Ex-Defence personnel, a certificate offitness granted by the Demobilization Medical Board of the DefenceServices will be considered adequate for the purposes of appointment. </font></p> <p align="justify"><font size="1">8.The decision of the Commission as to the eligibility or otherwise of acandidate for admission to the examination shall be final.</font></p> <p align="justify"><font size="1">9. No candidate will be admitted to the examination unless he/she holds a Admission Certificate (AC) from the Commission. </font></p> <p align="justify"><font size="1">10.All candidates other than (SC/ST/PH and ex-servicemen released from theArmed Forces who are granted remission of fee) must pay the feeprescribed therein.</font></p> <p align="justify"><font size="1">11. Any attempt on the part of a candidate to obtain support for his candidature by any means may disqualify him for admission.</font></p> <p><font size="1">12. Action against candidates found guilty of misconduct:</font></p> <p align="justify"><font size="1">Candidatesare warned that they should not furnish any particulars that are falseor suppress any material information while filling in the applicationform. Candidates are also warned that they should in no case attempt toalter or otherwise tamper with any entry in a document or the attestedcertified copy submitted by them nor should they submit atampered/fabricated document.</font></p> <p align="justify"><font size="1">If there is any inaccuracy or any discrepancy, an explanation regarding this discrepancy should be submitted.</font></p> <p><font size="1">A candidate who is or has been declared by the Commission to be guilty of:-</font></p> <p><font size="1">(i) Obtaining support for his/her candidature by any means, or</font></p><p> </p><p><font size="1">(ii) Impersonating, or</font></p> <p><font size="1">(iii) Procuring impersonation by any person, or</font></p> <p><font size="1">(iv) Submitting fabricated documents or documents which have been tampered with, or</font></p> <p><font size="1">(v) Making statements which are incorrect or false or suppressing material information,or</font></p> <p><font size="1">(vi) Resorting to any other irregular or improper means in connection with his candidature for the examination/selection, or </font></p> <p><font size="1">(vii) Writing irrelevant matters including obscene languages or pornographic matter in the script, or </font></p> <p><font size="1">(viii) Committing mischief or misbehaving in any other manner in the examination hall, or</font></p> <p><font size="1">(ix) Using unfair means in the examination hall, or</font></p> <p><font size="1">(x)Possessing Mobile Phones/Cellular phones/pagers and/or any otherunauthorized electronic gadget inside the Examination premises/venue lwhether in use or not (mere possession of any of these items will bedeemed to have been using unfair means and would accordingly be liableto disciplinary action as deemed fit, including ban from futureexamination conducted by S.S.C.); The question papers (Test Booklets) for (a) General Awareness aswell as (b) Arithmetical Ability will be set in both the languages -English & Hindi. </font></p> <p align="justify"><font size="1"><strong>Note-II:</strong>Candidates must write the papers in their own hand. In nocircumstances, will they be allowed the help of a scribe to write theanswers for them.</font></p> <p align="justify"><font size="1"><strong>Note-III:</strong>In the question papers, wherever necessary, in question involvingnumerals, the Metric system of weight and measures only be set.</font></p> <p align="justify"><font size="1"><strong>Note-IV:</strong>Candidates are not permitted to use calculators or anymechanical/electric or electronic device for answering any paper (TestBooklets). They should not, therefore, bring the same inside theExamination Hall. Possession thereof, whether in use or not, may betermed as �using unfair means in the Examination�. </font></p> <p align="justify"><font size="1"><strong>Note-V:</strong>Paper II (Conventional Paper) will be evaluated in respect of onlythose candidates who qualify in Paper I (Objective Type Paper) at thestandard, which may be decided by the Commission at its discretion.</font></p> <p align="justify"><font size="1"><strong>PART-II Personality Test (INTERVIEW):</strong></font></p> <p><font size="1">The personality test will carry maximum of 100 marks.</font></p> <p align="justify"><font size="1">TheInterview / personality test is structured in such a manner that thecandidates� interests, knowledge, various traits, aptitude,suitability, etc. are probed, among other things, through academicqualifications, extra-curricular activities, general awareness/knowledge, depth of knowledge of the subject studied (10+2 onwards),communicative skill and personality etc.</font></p> <p align="justify"><font size="1"><strong>Note-I:</strong>Only those candidates who secure in the written examination the minimumqualifying marks in Part-I, as may be fixed by the Commission at theirdiscretion, will be eligible to be called for personality test.</font></p> <p align="justify"><font size="1">Providedthat candidates belonging to Scheduled Castes, Scheduled Tribes, OBCand PH categories may be called for the Personality test/Interview bythe Commission applying relaxed standards if the Commission is of theopinion that sufficient number of candidates of these categories arenot likely to be called for the personality test on the basis ofgeneral standard in order to fill up the vacancies reserved for thesecategories (i.e. SC, ST, PH and OBC).</font></p> <p align="justify"><font size="1"><strong>Note-II:</strong>Central Government civilian employees must furnish "No ObjectionCertificate" from their Employer/Office at the time of theInterview/Personality test that in the event of their final selectionfor the relevant posts through the Commission�s examination, they wouldbe relieved by the Office for joining the new post/service else theircandidature will be cancelled The Interview will be held at theCommission's Regional Offices or other centers as may be decided by theCommission.</font></p> <p align="justify"><font size="1">SC/ST candidates called forinterview will be paid TA as per Govt. Orders. However no TA is payableto any candidate for appearing in the written examination.</font></p> <p><font size="1">Canvassing in any form will disqualify the candidate.</font></p> <p align="justify"><font size="1"><strong>Note-II:</strong>Candidatesare required to submit alongwith their applications attestedcertificate(s) in support of their claims regarding age, educationalqualifications, Scheduled Caste/Scheduled Tribe/Other BackwardClasses/PH and Ex-Serviceman etc. The candidates applying for theexamination should ensure that they fulfill all the eligibilityconditions for admission to the examination. Their admission at all thestages of examination for which they are admitted by the Commission(written examination and interview test) will be purely PROVISIONAL,subject to their satisfying the prescribed eligibility conditions. Ifon verification at any time before or after the written examination andinterview test, it is found that they do not fulfill any of theeligibility conditions, their candidature for the examination will becancelled by the Commission.</font></p> <p align="justify"><font size="1"><strong>Note III:</strong>Candidates have the option to submit either self attested/selfcertified photocopies of various documents or to submit photocopies ofvarious documents duly attested by a Gazetted Officer as per extantprocedure alongwith the application form. However, the originaldocuments/certificates will be verified at the time of Personality Testand their candidature will be subject to result of such scrutiny. Whileexercising the facility of self-attestation of various documents, thecandidates are warned that:</font></p> <p align="justify"><font size="1">(a) anywrong attestations so as to mislead the Commission or to gain access toour Examinations, would lead to criminal/debar action against thecandidates, besides cancellation of their candidatures; and </font></p> <p align="justify"><font size="1">(b)All original certificates will be checked at the time of PersonalityTest, as The case may be and their candidature is subject to result ofsuch scrutiny. </font></p> </div><font size="1"><br></font></div> </div> </div> </div>
