Prior to 1952 there had been no arrangement for the institutional training of the State Administrative Officers; the number of newly appointed officers used to be very small too. After selection they used to be posted in the districts where they used to get training by way of gaining first hand direct experience as they worked in different departments. The senior officers of the districts used to train the newly appointed officers under their own guidance. But this arrangement was not sufficient. As the Land Reforms Act came in force in 1950, and the process of the abolition of "Zamindari" system started, the administrative work, land revenue etc. became more complicated and mutti dimensional. At the national level the first and the most visionary Prime Minister of the Nation laid down the foundation stone of a mixed economy. The five year Plan had raised the aspirations to new heights. The scheme of rural development along with Industrialization was taking shape during the period of five year plan. Thus mainly the abolition of zamindari system and Community Development schemes had made the responsibilities of administrative officials intensive, multifaceted and multi�dimensional. Role of Administrative officials had expanded. The number of officers selected each year by competitive examination also increased. Officers were recruited in large numbers. On the other hand district level officers, due to their prior commitment and busy schedule, could not be available for providing guidance and training to these newly recruited officers. In this scenario there could not have been a better alternative than the institutional training. With this view in mind Administrative Training School was established in the year 1952 at Ranchi.
